Project Title
Implementation of Interactive Digital Display Boards with Software for the EWS Innovative DRR Project
Implementation Area
Project Duration
Sunamganj District – including Tahirpur Union and surrounding flood-prone regions
End of 2024
Project Overview:
The Early Warning System (EWS) for Innovative Disaster Risk Reduction (DRR) project aims to enhance local preparedness and response capacities in Sunamganj through the installation of interactive digital display boards paired with a real-time software application. This system is designed to provide instant alerts, weather-based forecasts, and natural disaster warnings to key stakeholders across local government offices and community centers.
This end-to-end solution includes both the hardware setup (Android TVs as display units) and the software platform that gathers and interprets meteorological data, generates relevant alerts, and displays information in a clear and accessible format.
Objectives:
-
To establish a real-time disaster communication channel via interactive digital boards in remote and flood-vulnerable areas.
-
To automate the dissemination of early warnings based on meteorological data for floods, storms, heavy rainfall, and other natural disasters.
-
To build awareness and strengthen coordination among local government officials and community representatives during emergency situations.
-
To serve as a visual information hub for ongoing community engagement around weather safety and climate resilience.
Key Features of the System:
🔹 Real-Time Weather Monitoring & Alert Generation
-
The system is integrated with national and regional weather APIs.
-
Continuously tracks meteorological conditions including rainfall, river water level, wind speed, and temperature trends.
-
Automatically generates flood alerts, cyclone warnings, and heavy rain predictions based on pre-defined thresholds.
🔹 Smart Alert Routing
-
Alerts are categorized by risk level (e.g., Watch, Warning, Emergency).
-
Messages are automatically routed to designated officials (e.g., Union Chairman, Disaster Management Committee members, local school heads).
-
Includes reminders and escalation logic if alerts remain unacknowledged.
🔹 Interactive Display on Android TV Units
-
Android TVs are installed at multiple Union Parishads, Upazila Offices, Disaster Shelters, and Health Complexes.
-
The app runs in full-screen mode to display real-time weather data, disaster alerts, public instructions, and emergency contact info.
-
Designed with offline caching and auto-refresh mechanisms for high uptime in low-bandwidth areas.
🔹 Multilingual and Accessible Design
-
Alerts and messages are shown in Bengali to ensure clarity for all users.
-
Uses visual icons, color-coded risk levels, and audio support for inclusiveness.
🔹 Remote Dashboard for Admin Monitoring
-
Authorized users can log in to a secure dashboard to monitor active alerts, update contact groups, and manage display content.
-
Full audit trail and alert history stored for accountability.
